If not, it certainly supports #Kubernetes pods although that may entail added complexity. As I said, it's not a 100% drop-in replacement but it can run OCI containers without a root-privileged daemon. There are also other runtimes, although some (like rkt) have been abandoned.

If you need Docker-specific features then you have to deal with Docker's limitations and design decisions. That's axiomatic with any piece of software.
