So it does seem to be the case that the Port of Baltimore is completely screwed and logistics will be completely rerouted away from them. Ten years is way too long to bounce back from.

The most likely outcome of this collapse is that logistics are simply rerouted to other ports, Philadelphia, Norfolk, Wilmington, even New York, and Baltimore is just removed as a major port. Considering what little economic activity occurs as is in the city, Baltimore will be killed.
