All of capitalism wants anyone it can't exploit to just disappear, and it's willing to expend resources making that happen: prisons, foster "care", keeping homeless people on the streets until they die.
This serves a dual purpose: not only does it keep those people "out of the way", but fear of ending up in that situation is THE thing that capitalism uses to keep everyone else in line.
