Layer 2 have liquidity issue. the fiat have liquidity issue too. but the difference is layer2 network can choose new path to reroute. be notice if you use third party's lightning hub, you might couldn't withdraw your sats when liquidity issue occurred. fiat is even worse, when you choose deposit your money into bank, these money already belong to bank! stack you sats into your ownned layer2 node or layer 1 node. no one can steal your money except you lost your private key.
