The difference is in the beliefs of the person saying it rather than any actual difference between them. Free software is a term used as part of an ideological movement. Richard Stallman has a lot of strong beliefs about how language should be used and his own way of using terms. In most cases, he had nearly zero success convincing anyone else to use his own way of using language. This is one of the few exceptions.
