"summary",
"Makenga's life began in the 1970s, and he joined a Tutsi rebel outfit in Rwanda, where he fought for four years. He later became a commander in the Rwandan army and rose to the rank of sergeant and deputy platoon commander. After Rwanda's invasion of DR Congo in 1998, Makenga defected to the M23, which was backed by Rwanda. He has been accused of war crimes and has led the M23 in several uprisings, including the capture of the city of Goma in 2012. Despite facing sanctions and war crimes allegations, Makenga remains a key player in the conflict."
