In one sense, it's already been built. Here's a link to a POC podcast player using a a feed that's stored in a nostr note.

In another sense, there just needs to be a RSS feed builder that stores and serves RSS in a traditional way, but have a new RSS tag with the signed event and the backup server routes in the feed. It's would be pretty easy to put into a feed. This would allow the feeds to still be accessible to all existing podcast players, and those players could choose to parse out and use the backup servers if they wanted to.
