Yes and no, but it depends what is meant by “remove it.” Since nostr is decentralized, there’s no singular “delete” function. The person who left the comment could delete the note in apps that support delete. Anyone viewing it could mute that commenter, which would hide it from their own feed. Some apps utilize web of trust settings to automatically hide content from anyone outside your web of trust. Relay operators/providers could filter out such content based on either their own policies or user preferences. In most cases it would be a matter of hiding it rather than actually removing it.
