Those are all Sinclair stations. There's just a handful of companies who own all the local TV stations in the US now, like Sinclair, Gray, and Nexstar.
When you hear an editorial opinion at a Gray-owned station, for example, you're not hearing the editorial opinion of the network (ABC, CBS, NBC, or Fox), you're hearing the editorial opinion of Gray.
What happened here is that Sinclair sent down word to all their stations that they had to run that boilerplate notice and localize it.
People don't usually realize it, but their local NBC affiliate's news department, for example, has very little to do with NBC News. There's usually co-branding as part of the contract and access to stories from the feed, but otherwise there's almost no connection.
