No government has any incentive to fix the police. It does exactly what it's supposed to do: protect the power, property and privilege of the 1% and their lackeys, which includes all MPs.

When the police abuse their powers, nothing happens.

When the police rape and kill, nothing happens.

When the police wreck the lives of ordinary people, nothing happens.

Because all of these things are designed into the system, or presented as regrettable but unavoidable side-effects
