It’s less work because decentralised federated networks (to them anyway) eases up their work in terms of moderation. They throw billions at it and still sucks. They see the appeal in having users moderate their communities. The biggest reason is putting Twitter in a coffin. Most people have Instagram accounts including media & entertainment. That resolves the issue of starting over without the social graph. Using Instagram credentials resolves the “complicated” onboarding that the public has heard about #Mastodon
