Website seems a bit clunky, but I have friends here in the states that have ordered from Alibaba.
My always on PC is a 6 core ryzen 5600G, and it only uses 20W power, unless I put a big computational load on it.
I recommended a real PC, because you mentioned you would like a Plex server. I think an RPi is under-powered for a Plex server, I fear that you might see jerky video.
