The point of the koan is that the Buddha Nature is already dormant underneath everything. A "Buddha on the road" is no different than the Buddha in everything that has eyes, ears, or nerves.
Koans are mystery sayings that are meant to invoke truth in a manner that is easily recited. It's not denying the existence of a living Buddha.
Zen may not emphasize the sutras but it's very much within the Mahayana tradition. The reality of living Buddhas is inherent the theory of Zen transmission. The Zen sutras still contain the bodhisattva path, explicitly, and part of that tradition is that everyone is a Buddha that has deluded himself through greed and is thus suffers due to the emanation of the Buddha Nature through him having been corrupted.
