The language the product is developed in has no bearing on this opinion. C has had doxygen far longer than GO has existed for comments -> docs generation.
You make a changelog so other devs can easily track what you've changed when I go to clone/pull your code. Sure changelogs can be seen as relics from when git was handled via email, but the fact that I have to use a browser to got to github.com, your releases page, then read each entry since my last update to see what you've changed is dumb compared.
Chagelogs are universal, especially for those of us who don't use GitHub
