If you are inclined, geoclue uses the hdop as the primary means of determining GPS Accuracy: https://gitlab.freedesktop.org/geoclue/geoclue/-/blob/master/src/gclue-location.c#L406
I would be curious if you were to change the values and see how it worked out for you.
When I have a clear LOS of the sky, HDOP rarely does over 3, but I have seen it go as high as 7-8 indoors.
