Part 121 operators can reconfigure exits and seats within the constraints of Type Design or an FAA approved alteration, but in so doing they are still bound by and must positively demonstrate compliance to the same 90 second evac certification regulation specified in 14 CFR 121.291 and elsewhere. Violate the regulation, and they risk big fines and revocation of their certificate.
