What if you put their npub in the OP_RETURN, instead of sending them coins? That way you aren't bloating the chain-state with utxos that most folks will never claim.
If you want to prove that a certain amount was spent towards endorsing an npub, I think it would be better if the cost of verification goes to miners fees. That way it can't be washed around by sock puppets verifying each other.
