I self-host, so it's not something I personally need, but would love to see a dedicated Nostr video service.
Using IPFS, Torrents or Arweave seems more in character for Nostr than straight http links, but we'd need a NIP which integrated decentralized file systems to be adopted by most clients. Big job, and likely to slow down clients, so seems unlikely to happen.
