So there are two elements here; the mono;oy functions of the satte (such as the legitimisation of money creation via the BoE) & the geographic distribution of state functions.

There are some clear functions of satte that can only be delivered by a centralised agency, but it does not need to be located in London.

So decentralisation, can involve functionality & location, for many things this may be both, but for some as you point out, it may be just the latter
