As I have tried to explain Libvirt does not fully setup real routed networks (non-NAT) on IPv4 without the administrator separately configuring external services
so there should be no expectation it should do this on IPv6 either.
It would be just the same if you were setting up a Linux host as a VPN server and wanted to use GUAs on the tunnel networks.
The VPN service would have no role in requesting an extra subnet for delegation.
You'd still have to setup routing.
