Why?
It should be enough that it empowers people to police each other in the bathroom. Don't like men in the women's room? Don't pass a law that encourages vigilatism in restrooms, locker rooms, etc.
Why else?
This will hugely defund domestic violence, sexual violence, and victim service providers in Utah.
How?
#VAWA (the Violence Against Women Act) restricts Federal Funds to ensure everyone gets served. Yes, even cis men and LGBTQ people. So does #VOCA (Victims of Crime Act). This is the main source of funding for these service providers.
