Anybody can set up a federated server, make their own rules, administer their communities. That's happening all over the Fediverse with groups of people with all manner of affinities. Mastodon, Pleroma, Glitch… these are tools people use to create safe spaces that can connect inside and outside. Exactly what you describe, black people can create for themselves.
