This translates to JC 0x0080, 0F 82 is a 16-bit version of JC. rel16 0x0080 translates to +128, but rel8 0x80 is -128. It feels like an awkward jump, just out of reach of an 8-bit relative address, but 72 7F (72 is 8-bit JC) would probably accomplish the same, because there will be no 00 at the end and the destination will move one byte closer.
