I will not deprecate manual relay lists. NIP-66 enables returning only online relays, by design, with the ability to filter relays based on a number of factors. In 2022 nostr.watch also manually maintained relay lists.
IMO manually curated relay sets are still useful, for example, this tor list of yours could instead be a relay set, and then people could use them in clients like nostrudel, without manually copying/pasting or relying on github.
