The only restart needed is after a kernel update but even on an old laptop like mine everything downloads and installs in background (on a different workspace if you want) and the restart is less than a minute. A friend rebuilt the laptop when windows broke itself downgrading from 10 to 11 and wanted to charge me to reinstall 10. Haven't looked back at all.
