I'm guessing what you need/want to do is install one of the builds of Whisper AI (it writes a lot more punctuation than YouTube does), run it, and hand-edit the result (it's a text file).
I haven't been through the process, but Whisper AI is where you want to start.
Or you can hire a service to do it with AI plus a real human.
