Scarcity is absolutely a fact of life and will exist in all systems. However, the author argues that capitalism is unique in that it strives to create more scarcity.
One way to increase 'value' is to reduce the amount of something available. So privatizing abundant communal resources creates 'value' while impoverishing society. This is what is meant by "producing scarcity" and is an idea I largely agree with.
