It's different but ...if you embed bits into a picture, the question is whether you alter the statistical distribution of bits in a way that can be filtered in real time. With my proposed other idea (which does not exist, and maybe cannot, not entirely sure), it's two messages which have nothing *immediately* detectable about them. So it would be more like, two pictures with no anomalies in the least significant bits.
I guess I was only trying to observe one thing: that if there is a significant delay between receipt of a steganographic message, and decryption of it, *it* could cause problems for the most aggressive kind of global censor.
