It very well might. Infosec / hacking is a pretty corporate scene nowadays, even the ones that do shit that would be considered "blackhat" are ultimately doing so on the instruction of a government meaning to take down rival governments / companies / journalists they don't like. Still, the work is considered "whitehat" or at most "greyhat" because it's for the gov, showing just how useless those terms are. Sad state of affairs, but what it means is that the modern "hacker" isn't likely to deal with much censorship.
That being said, there is still a good few non-corprate hackers out there who face censorship quite regularly and could benefit from a protocol like Nostr. Print Shoot Repeat springs to mind, although some would argue against calling him a hacker. Either way, giving the folks still doing it for the fun of it a place would be a positive development IMO.
