"content": "The eye glow is basically three glow levels applied on top of each other. I do it with a macro that fills the selection and blurs it a couple times, if I were doing it in Inkscape I'd just duplicate the layer two times and see if I could set the two duplicates to an equivalent of 25px and 100px blur. (Those are the pixel values for 2048x2048, scale accordingly.)",
