Absolutely not. Centralized is one company owning all the servers and you being stuck using their app to get the data from them. Paid relays allow for as many operators as want to compete for market share, and with Nostr being an open protocol anyone can create an app for it and the users can decide which relays to use. It's the opposite of centralized.
