From the story. After thousands of years of civilization, mankind's collective subconscious gets fed up and revolts. Overnight, individuals secretly become troglodites ("trogs"). The subconscious gives the trogs just enough technical knowledge so they can sabotage vital infrastructure. This has led to the collapse of civilization.
