There is, but it starts with income equity. The overwhelming number of defendants in Manhattan have little education, no employment prospects, had to run with gangs to get along, and basically get drafted into being criminals by about age 12. Put those same people in a context where they have access to good food, good schools, good health care, and safe streets, and you have, well... the rest of us.
That would solve it. Nothing else will.
