This may be true, I do wish Nostr had a larger community of contributors.
As for the money required to run a relay, I think part of the solution could be having it as an activity (not necessarily the only one) of organizations which have freedom of speech as their mission, some of which already exist.
It's obviously the choice of those organization, but I think running a Nostr relay would be a pretty smart move towards their goals.
