On the egress by determining you're going to a banned site, to doing downgrade attacks or watching DNS. Traffic shaping/controlling/timing attacks on the ingress. If you own/control the network at scale (nation-state capability), then there's still a greater than 0 risk of being caught.
Combined with non technical methodologies (which is frequent), things can get worse for users attempting to go to sites they're not supposed to in countries that make these censorship decisions.
