Unless they've changed it, you can skip/cancel that and get out of that splash screen. Every time I've put financial info into the Google Play store, it's been hacked. Every. Single. Time.
I won't do it, so if they're actually forcing you to, I'll go get a prepaid Google Play store card from the grocery store and pop that in there. If they don't accept it, I'm switching phones.
