I've revised my thoughts, I think these are more likely in the flatlands of Cloud, after getting the highest resolution file I could frm the LOC. What looks like hills with reflections to me now are just clouds, and those are likely planets with the image taken at dusk. I suspect the exact location could be found by plotting those planets in June of 1938 and doing some triangulation.
