Like settlers from space build cities on their land and they are full of criminals and poverty ruled by corrupt governments that are far away that do not care what is happening on Tatooine. Their military structures like Fort Tusken are attacked by them and that's why they are named Tuskens Raiders which highlights colonial cultural supremacy according to settlers they raiders of Fort Tusken and not people on their own only violent raiders who attack them for no apprent reason.
Tuskens are robbed of their land and its resources precious resources by settler-colonial moisture farmers and illegal miners. They are robbed of their sentience and treated like animals.
