Yes, Ubuntu is based on Debian, so shares a lot. Same apt package manager. Things are in the same or similar places, et cetera.
But Ubuntu has diverged quite a bit from Debian. I was an Ubuntu user for 15 years, but haven't used it much in the last 4 years or so.
Typing this from Devuan (a version of Debian without SystemD). I use Debian (and older Ubuntu) for most of my professional server work.
