Thought: Fediverse software shouldn't just have negative rules which result in moderation but also affirmative rules for things that won't result in moderation.

Currently we mostly focus rules on negative actions/conduct, but in a federated landscape what you allow is just as important.

A common example is adult content, many instances moderate adult content that isn't marked as sensitive/with a content warning, but some instances explicitly allow it.
