About 50% of the marks could be summed up as "Are they one of the usual suspects?" (e.g. established in this industry, has delivered similar systems, senior staff have suitable experience).
If you weren't a usual suspect you had zero chance of winning. So why bid?
Government procurement is doubtless the same.
