Protectionism works if your country actually produces the goods you're protecting against. In practise, shit's prohibitively expensive and the alternative is no products at all. Like Cuba.
And businesses, knowing that the state prevents you from buying a phone from Amazon without customs confiscating it, put ridiculous prices that go way above the cost of the product. After all, what are you gonna do? Yo DO want that product, don't you?
