0.25 is enough information to know that you mean fifteen minutes if, and only if, there's external context conveying that you're referring to hours, and not e.g. milliseconds.
And, in fact, my default assumption for time in particular is that a fraction expressed in positional notation exactly up to the hundredths place _is_ milliseconds, because that's where I see it most.
