This is set in a large park with a border fence to keep out people who don't want to be there. There is a gateway somewhere that people come and go through, they have to register when they come in, their facial features get uploaded into the system, everyone is given a scanner that will show them the profile of who ever they point it at. Some kind of advanced facial recognition system.
This is some kind of scifi universe, maybe this is a different planet or on earth but much more advanced. Hence the stun weapons. Nothing intentionally lethal allowed. Though these Stun weapons are more paralysing weapons. "Set phasers to stun" has a lot of history and words are weird.
