Here's the US government's page on proving citizenship. There are a lot of odd cases: Born outside the US to citizen parents, being born without a certificate, failure of the records office to find a certificate. It lists some ways to get secondary evidence after getting a Letter of No Record. I don't know how NH will handle those cases. And then there are name changes, where your driver's license doesn't match your birth certificate.
