WordPress posts have a box, "WRITE AN EXCERPT (OPTIONAL)". Some sites auto populate that with the first sentence, and then hashtags might not get included. I think there are multiple ways to include or forget to include hashtags.
But if a blog is federated, its important to discovery on the Fediverse to pay attention to this detail. Else they're just shouting into the wind.
I've come across several small local #newspapers on Mastodon, who seem to use #WordPress to automatically drop content on the Fediverse, probably using a WP > Mastodon addin that just drops their truncated first paragraph on the fediverse with a link, and no hash tags, and I worry that they are going to think that "this #fediverse thing just doesn't work."
