This is what the little fluff balls grow up in to. One of the parents carefully watching out for the chicks while I was trying to be unobtrusive.
The adult birds have a bony spur on the leading edge of their wings, which they use to defend themselves and their brood.
Luckily, these birds are on a University campus, and are very used to people, so don't usually attack.
