It is certainly helpful to convert people, who are invested in seeing their issue resolved, into contributors. But projects need to make sure they have lowered the barriers to entry.

Eg does the project have a pubic git repo? Does it have new contributor/getting started documentation? Does it follow published style guidelines? Does it have instructions on how to run tests? Does it have tests? How hard is communication with the people who make project decisions?
