Inviting Ukraine to NATO even before the war is over.
Strengthening defence. Lifting restrictions on strikes on Russian territory; strengthening air defence, increasing use of Ukrainian drones and missiles; access to intelligence from Western countries
Deterrence. Deployment of a comprehensive non-nuclear deterrent package that would protect against Russian aggression and narrow its options.
Strengthening sanctions against the Russian Federation.
Once the war is over, the Ukrainian military can use its expertise to strengthen the defences of NATO and Europe. Instead of the US contingent, a Ukrainian contingent could be stationed in Europe.
The second, third and fourth paragraphs have secret annexes that were presented to the partners. Zelenskyy said that if everything goes according to this plan, the war could end by the end of next year.
