So you've conceptualized the problem such that you don't have to do anything to be a part of the answer. The alternative isn't "Get shot by the Feds" although day by day, what it takes to have that happen appears to be less and less.
One alternative you could do is start a foundation, for instance, concerning this "usury" problem and what can be done about it.
